The Finnish Petroleum Federation is an interest promotion and cooperation organization for its members, representing the industry in matters related to energy, the environment, and traffic and transport policy. The role of the Federation is to promote conditions favourable to responsible and profitable business for the industry in Finland. Promoting the industry's views and interests in matters associated with new legislation affecting the industry is a central part of this role. The Federation takes an active part in legislative work in areas related to the industry by making initiatives, giving presentations and statements, and by representing the industry on committees and working groups appointed by the government.
ENERGY EFFICIENCY AGREEMENT 'HÖYLÄ III'
The Finnish oil industry concluded in 2007 an agreement with the government on energy efficiency designed for heating and transport fuels. The agreement is called 'Höylä III' . The agreement covers years 2008-2016 and the parties to the agreement, regarding oil heating, are the Ministry of Employment and the Economy and the Ministry of the Environment for the Finnish government and the Finnish Petroleum Federation, the Heating Energy Association and all heating oil wholesale companies.
The Oil Industry Service Centre, a company wholly owned by the Federation is responsible for implementing the ‘Höylä III’ energy-efficiency agreement. As part of the ‘Höylä’ programme, the Service Centre also publishes the ‘Lämmöllä’ magazine, which is delivered to households using oil heating. It also publishes guides and takes part in trade fairs and supplies consumers with advice and information. The implementing costs of the 'Höylä III' agreement are covered by the heating oil wholesale companies.
INTERNATIONAL ACTIVITIES
The Federation works closely with other similar organizations, notably in the Nordic countries and Europe, and with the Brussels-based European Petroleum Industry Association (EUROPIA). Other organizations outside Finland in which the Federation is represented or with which it works on a continuous basis, include the Coordinating European Council for the Development of Performance Tests for Lubricants and Engine Fuels (CEC) and the European Heating Oil Association (EUROFUEL), the World Petroleum congress. The Federation participates in the work of the World Energy Council through Energiafoorumi ry.
