Mission & structure

Eurofuel mission

The European Liquid Heating Fuels Association (Eurofuel) represents organisations that promote the use of liquid fuels for domestic heating in Europe. Our membership covers 10 European countries, including over 10,000 companies. Eurofuel is engaged in the promotion of existing and innovative techniques for liquid fuels for heating and equipment, in the domestic market. In this way, our members are committed to the energy transition: ensuring the competitiveness and efficiency of heating with liquid fuels, while also reducing its environmental footprint.

Low carbon and renewable heating oil

The objectives of Eurofuel are to:

  • Represent the interests of the liquid heating fuel sector at European institutions, as well as in international organisations and forums.
  • Advocate for a sector vision where advanced technologies, such as condensing boilers and hybrid systems, improve energy efficiency, reduce liquid fuel consumption, and where low-carbon and renewable liquid fuels significantly cut CO₂ emissions.
  • Support the development and adoption of new technologies for liquid heating fuels, including fuel cells, heat pumps, and innovative boilers and burners.
  • Provide best-practice guidance on hybrid heating and hot water systems that combine liquid fuels with other energy sources, offering “the best of both worlds.”
  • Promote knowledge-sharing across Europe on R&D, laboratory testing, and customer field trials using innovative liquid fuels and fuel blends.
  • Maintain and enhance the competitiveness of liquid fuel heating systems, fostering information exchange with partners.
  • Share expertise and best practices in communications and public engagement.
  • Encourage the correct installation and maintenance of liquid fuel heating equipment, including training for skilled and competent technicians.

Eurofuel structure

Eurofuel’s members are national organisations and companies covering the complete home heating supply chain: from oil companies of various sizes through to independent fuel traders and distributors, heating equipment manufacturers and heating installers.

Eurofuel members actively participate in the General Assembly, which guides the strategic direction of the Association. The Assembly elects a President, currently Dr. Ernst-Moritz Bellingen, a Vice-President (Bernhard Wüest), and appoints a Secretary General (Federica Miano) to manage day-to-day operations. The Treasurer (Willem Voets) oversees legal and financial matters.

The Board, elected by the General Assembly, sets common policies and monitors progress on key initiatives. Technical expertise is provided by a dedicated Committee, chaired by a leader approved by the Assembly, with membership drawn from national associations’ nominated experts.

Eurofuel unites members from Austria, Belgium, Finland, France, Germany, Ireland, Italy, Switzerland, the United Kingdom, and the United States, promoting collaboration and the exchange of knowledge across Europe and beyond in the liquid heating fuels sector.
