Position paper on the proposal to amend the European Climate Law
On July 2, 2025, the European Commission presented its proposal to amend Regulation (EU) 2021/1119, known as the European Climate Law. This proposal establishes a binding climate target for the entire EU, aiming for a 90% net reduction in greenhouse gas emissions by 2040 compared to 1990 levels. This target is in line with the EU’s goal of achieving climate neutrality by 2050. The intermediate target will guide policies beyond 2030, providing predictability for investors, industries, and consumers.
Eurofuel, which represents the European liquid heating fuels sector, welcomes the Commission’s proposal and acknowledges the need for a range of zero and low-carbon energy solutions. Eurofuel supports the ambition to reduce emissions while ensuring a fair, cost-effective, and technologically neutral transition that leaves no citizen behind.
