Ecodesign Boilers (Review): Commission to Adopt Measure in Q1 2026

The Commission is expected to adopt the Commission Regulation revising the ecodesign requirements for space heaters and combination heaters by Q1 2026.

The Commission was anticipated to adopt a draft regulation revising ecodesign requirements for space heaters and combination heaters in the third quarter of 2024. However, the latest timeline from the Commission’s ‘Have Your Say’ page indicates that this has been postponed until the first quarter of 2026.

 

Additionally, while the Commission initiated preparatory work and a public consultation, the regulation was not adopted during that cycle. Under the Ecodesign for Sustainable Products Regulation (ESPR), these products have been included in a transitional regime, which allows unfinished measures to remain effective under the previous Ecodesign Directive until December 31, 2026.

 

This delay reflects the significant workload associated with files carried over from the previous plan, with a total of 19 product groups still pending. The Commission recognizes that finalizing such a large number of regulations is challenging and has therefore prioritized clearing this backlog under the new ESPR Work Plan.

 

Although space and combination heaters are now a regulatory priority, adoption is not expected until the end of 2026 at the earliest. The Commission warns that this deadline might be further delayed if not all measures can be completed on time.
